Support UTF-8 encoding

Detect BOM on input Detect xml declaration (and verify?) Optionally write BOM Plan for more complete encoding support if possible, but be pragmatic about it.

Make wnd_snap handle multiple monitors gracefully

On monitor #2 it doesn't handle left & right, and thinks there's a phantom taskbar.

Properties dialog: Disable unix/unicode if file is read-only

These apply to the file's contents, which we can't change as long as it's read-only.

Use HKEY_CURRENT_USER\Software\Classes instead of HKEY_CLASSES_ROOT

This is used for file type registrations. On Vista, HKEY_CLASSES_ROOT is read-only for non-admins. See point 3a here: http://blogs.msdn.com/aaron_margosis/archive/2006/02/16/533077.aspx

Newly created files with no content should be deleted. There are too many "New Text File (xx).txt" files lying around without content.
